New 4-story building with affordable housing, commercial space coming to Grover Beach

Grover Beach is moving forward with the development of a new mixed-use building that includes affordable housing units.

On Feb. 7, the Grover Beach Planning Commission approved the development application for a new mixed-use development on the corner of West Grand Avenue and Fourth Street, a news release from the city said.

“After years of developing a vision for a mixed-use space, we are excited to continue transforming West Grand Avenue into a thriving and vibrant commercial corridor,” Grover Beach Mayor Karen Bright said in the release. “This project demonstrates Grover Beach’s commitment to providing affordable housing, fair development practices and economic prosperity for our community.”

Located at 402 West Grand Ave., the new development will add 37 residential units in addition to 4,700 square feet of commercial and retail space, the release said, and will “act as a pedestrian-friendly gateway that welcomes residents and visitors to the community.”

The four-story building will stand approximately 42 feet high on a 0.69-acre lot, the release said, and the ground level will be used for restaurants with outdoor dining along West Grand Avenue and south Fourth Street.

Coastal Community Builders acquired the lot in 2022, and it was developed in accordance with the Land Use Element policy and West Grande Avenue Master Plan, the release said.

These guidelines include fractional density design guidelines, which incentivize the development of smaller units.

This type of development is permitted in all medium and high-density zones in Grover Beach, the release said, in an effort to promote affordable housing.

The development is the first of its kind to utilize “affordable by design” concepts in Grover Beach, the release said, and is “anticipated to advance key economic development goals.”

“In the past year, the Grover Beach City Council and staff prioritized economic growth and affordable housing initiatives in our city,” Grover Beach City Manager Matt Bronson said in the release. “We are incredibly proud of how well this project aligns with our economic and housing goals outlined in our West Grand Avenue Master Plan, Land Use Element policy, Housing Element and City Council priorities. I look forward to seeing the benefits the new mixed-use building will bring to everyone in Grover Beach.”
