Police identify man who allegedly filmed 47 women naked in SLO County gym

Police on Tuesday confirmed the identity of a man suspected of filming nearly 50 women partially or fully nude in tanning booths at the Arroyo Grande Planet Fitness for a year.

The Arroyo Grande Police Department has been investigating 40-year-old Kyle L. Combs, a resident of Grover Beach, for “electronic peeping,” the agency said in a news release Tuesday afternoon.

Police found over 50 videos of 47 unique victims on his phone, all filmed in the gym’s supposedly private tanning booths between January 2025 and December 2025, a previous news release said.

The agency identified Combs through witness statements and surveillance footage at Planet Fitness after the first report on Dec. 29, but "the suspect’s identity was not initially released to protect the integrity of the investigation and avoid compromising investigative efforts while investigators worked to identify victims and preserve the case,” the release said.

The agency also said it has since identified 23 — nearly half — of the victims believed to have been filmed, the release said.

The announcement came after eight women sued Combs and Planet Fitness in three separate lawsuits since April.

The lawsuit describe how Combs allegedly filmed the women without their knowledge or, in some cases, how they caught him sticking his arm holding his phone into the private booths or picking the locks on the changing room door.

One of the lawsuits said one of the victims — who went by the alias Jane Doe 2 to protect her identity — identified a picture of Combs to the police, recognizing him because “he often wore medical scrubs to the gym.”

Criminal charges have not yet been filed against Combs, but the Arroyo Grande Police Department said it anticipates submitting the case to the San Luis Obispo County District Attorney’s Office by the end of the week, the release said.

The agency will request charges be filed under California’s invasion of privacy law — specifically, for using a concealed recording device in a private area.

Violations of the law are usually charged as misdemeanors and punishable by up to six months in jail and a $1,000 fine for first-time offenders, according to the Los Angeles-based Kraut Law Group.

Meanwhile, Arroyo Grande police are continuing to work to identify additional victims.
