Hillary Clinton won’t be first female leader of the ‘free world’

Per Jocelyn Noveck: “(Hillary Clinton) may have to settle for becoming the first female leader of the free world.”

What?

Does that mean that the president of the United States of America is automatically the leader of the free world?

Or does that mean that England (Margaret Thatcher) and Germany (Angela Merkel) are not part of the free world?
