Why is the SLO city manager paid extra for doing their job?

I see where the city manager of San Luis Obispo recently received $5,000 for doing a good job (“SLO city manager, city attorney receive $5,000 bonuses,” May 4). This person already receives about $230,000 per year. For that kind of money, you are supposed to do a good job.
