Closing recycling centers discourages recycling

It seems to me that it is completely illogical for retailers to keep charging deposit fees on items that need to be returned to a recycle center for redemption when all the local recycle centers except for Paso Robles and San Luis Obispo have closed.

Concentrating all the people in the county who want to recycle causes a discouraging wait in a long line, and the cost of driving from Baywood Park to San Luis and back costs me as much as I am likely to receive. I think something should be done to return local recycle centers or to allow retailers to omit the charge.
