What to do if high winds topple tree in your neighborhood?

I am glad to read that no one was injured when a eucalyptus tree fell on homes in southeastern San Luis Obispo, but disconcerted that the situation seemed to have been taken quite lightly by the homeowners.
A big tree falling on your neighbor’s home can cause serious damages, even fatalities. Mature eucalyptus trees and pine trees especially pose a threat to properties nearby, and the locations of their planting should be carefully considered before the deed is done.
Who pays for the damages/injuries caused by a fallen tree? What to do if a tree crashes into your living room/bedroom in the middle of a stormy night? Those are questions that worry me, as someone who lives near a tall pine tree planted decades ago in a neighbor’s yard. I would very much appreciate an informative article by The Tribune addressing these questions.
