Solution to SLO housing problem may be mobile

Observation: The cheapest housing in San Luis Obispo is in mobile home parks. There are several such nice parks near me on South Higuera Street.

Question: In all the recent talk about increasing affordable housing, I never hear about building more of these in the city. Why is that?
