Let Paso Robles locals run the groundwater basin district

In “Ballot argument against Paso groundwater Measure A” (Jan. 23), Mr. Cody Ferguson presents two arguments justifying his position against the proposed Paso Robles groundwater basin water district: that the proposal creates another “layer” of government, and that it will cost money.

Both points are correct. Yes, the proposed district does create another government entity. But this is created to focus specifically on resolving the basin overdraft problem (and there are viable solutions). The existing government entity, the Board of Supervisors acting as the Flood Control and Water Conservation District, has had historical responsibility for managing the basin and has been ineffective in resolving the problem. Its only action is to stop all development within the boundaries of the basin. Given that three of the five members of the board are from South County, we cannot expect any real focus on resolving the problem. At least one of the members is on the record against having the county manage the basin.

Yes, the proposed district will cost landowners money. What Ferguson fails to mention is the fact that county officials have clearly stated that management of the basin by the flood control district would also require additional funding in an amount essentially equal to the cost of operating the proposed district.

The choice seems clear: continue the status quo or employ a focused management team to attack the problem.
