Man charged with allegedly filming naked women at SLO County gym

The San Luis Obispo County District Attorney’s Office has filed criminal charges against a Grover Beach man who allegedly filmed almost 50 naked women at a local gym without their consent.

Grover Beach resident Kyle Combs, 40, allegedly used his phone to secretly record women either fully or partially naked while they stood inside tanning booths at the Arroyo Grande Planet Fitness last year.

On Tuesday, the District Attorney’s Office issued an arrest warrant for Combs, along with charges for 12 misdemeanor counts for allegedly violating California’s invasion of privacy law.

Violations of the law are usually charged as misdemeanors and punishable by up to six months in jail and a $1,000 fine for first-time offenders, according to the Los Angeles-based Kraut Law Group.

The District Attorney’s Office filed the charges on behalf of 12 women, all identified by the name Jane Doe to protect their privacy.

“Secretly recording women while they are nude inside tanning booths is a deeply disturbing violation of privacy, dignity and personal security,” District Attorney Dan Dow said in the news release. “People using a gym or fitness center should never have to fear that they are being watched or recorded in one of their most private moments. Our office will continue to work with law enforcement to hold offenders accountable and to seek justice for every victim.”

San Luis Obispo Superior Court Judge Erin Childs signed the arrest warrant and set bail at $50,000. Combs was not in custody at the San Luis Obispo County Jail as of Friday afternoon, according to the sheriff’s booking log.

The Arroyo Grande Police Department found more than 50 videos of 47 unique victims on Combs’ phone, all filmed in the gym’s private tanning booths between January 2025 and December 2025, a previous news release from the Arroyo Grande Police Department said.

Police identified Combs through witness statements and surveillance footage at Planet Fitness after the first report on Dec. 29, but “the suspect’s identity was not initially released to protect the integrity of the investigation and avoid compromising investigative efforts while investigators worked to identify victims and preserve the case,” that said.

The agency also said it had since identified 23 — nearly half — of the victims believed to have been filmed.

While the police and the District Attorney’s office prepared to file criminal charges, eight women have sued Combs and Planet Fitness in three separate lawsuits since April.

The lawsuits describe how Combs allegedly filmed the women without their knowledge or, in some cases, how they caught him sticking his arm holding his phone into the private booths or picking the locks on the changing room door.

One of the lawsuits said one of the victims — who went by the alias Jane Doe 2 to protect her identity — identified a picture of Combs to the police, recognizing him because “he often wore medical scrubs to the gym.”

According to a LinkedIn profile matching his name, Combs worked at Radiology Associates in SLO County as the lead PET/CT scan technologist.

The director of organizational support at Radiology Associates confirmed Combs was previously employed at the imaging center but that his employment ended over a year ago.
