Paso Robles standoff ends after man jumps off roof

A Paso Robles man was arrested Tuesday after an hours-long standoff with police during which he allegedly broke windows, set a fire and eventually jumped from the roof of a multi-story home.

According to a Paso Robles Police Department news release, the agency was contacted shortly after midnight by the downstairs tenants of a multi-family residence in the 1400 block of Vine Street.

The residents claimed an upstairs tenant was “breaking windows, yelling and flooding the building,” the release said.

When officers and a crisis negotiator arrived, they attempted to communicate with 55-year-old Michael Mogge, of Paso Robles, but he refused, according to the release.

”Instead, he threw items out of the upstairs windows, broke additional windows and started a small fire on an upstairs balcony, which eventually burned out on its own,” the release said.

Officers then secured the area and stayed in the vicinity until approximately 9:30 a.m., when Mogge allegedly again began throwing items from his window.

Throughout this, he refused to go downstairs and speak with police, family members or mental health specialists, the release said, and he “continued vandalizing the unit despite ongoing attempts at communication.”

“Chemical agents and diversionary devices” were eventually used to attempt to persuade him to surrender to police, but they were unsuccessful, according to the release.

Around 1 p.m., officers entered the building via an upstairs balcony with the assistance of the Paso Robles Fire Department, at which point Mogge attempted to flee by jumping from the roof, the release said.

He was injured in the attempt, police said.

Mogge was then taken to a local hospital where he was treated before being booked into San Luis Obispo County Jail.

As of Tuesday evening, he was still being held at the jail on suspicion of charges of felony vandalism, arson and resisting a police officer with violence. His bail was set at $50,000, according to the SLO County Sheriff’s Office’s Who’s in Custody website.
