Consider extending an urgency ordinance for an additional 22 months and 15 days for a citywide moratorium on new vacation rentals; consider adoption of a new 30-year lease between the city and the Morro Bay Oyster Co. at 1287 Embarcadero; approve changes to the municipal code relating to city organization, including giving the city manager the authority to make reorganization decisions for city positions and departments, rather than making recommendations to the City Council on such matters.
