Man tries ‘citizen’s arrest’ on California mayor and bites cop, police say

A Northern California mayor got an unpleasant surprise this week from a homeless man who reportedly frequents local city council meetings.

The man, 27-year-old Elijah Dominguez, tried putting Martinez Mayor Rob Schroder under “citizen’s arrest” outside the mayor’s insurance business on Main Street in the San Francisco Bay Area city, CBS SF reports.

Schroder said Dominguez told him, “Mr. Mayor, I am here to arrest you,” to which Schroder responded that he didn’t want his time wasted, according to the San Francisco Chronicle.

Dominguez then grabbed Schroder’s hand, Schroder said, telling the mayor “this is serious,” the Chronicle reports.

Police said a passerby stepped in to help the mayor while police officers were responding, and struggled with Dominguez on the ground, the Martinez News-Gazette reports.

Dominguez also fought with police, including biting and scratching officers, according to the News-Gazette.

Police said Dominguez was arrested on multiple charges and booked at the Martinez Detention Facility, SFGATE reports.

The News-Gazette reports that “Dominguez is regularly in attendance at City Council meetings, frequently speaking at the podium during public comment. At a recent meeting Dominguez told the Council he was going to make a citizen’s arrest of council members because he felt his civil rights had been violated.”
