A thank you to Rochelle Becker and our other safety coordinators in San Luis Obispo County for recognizing that we have shortcomings with the emergency siren system. There is one serious flaw that was not addressed in the letter to the editor on July 6.
I was with a group of five Spanish-speaking residents who could not understand in any way what the text message was about. As they became increasingly worried, I had to try to tell them what was happening. This is clearly a serious oversight. The people I was with could communicate adequately in verbal English, but were completely stumped by the emergency message.
After what I saw, I can say with certainty, that when we have a real emergency, a significant portion of our population would have no adequate instruction, and will be seriously affected by it.
