Help me understand: Congress passes a law, “It’s a crime to spit on the sidewalk.”
A president signs it, and it becomes law Jan. 1. But later, the presidents says, “You may spit on the sidewalk on Tuesday, and those who chew tobacco may wait for a year to follow, so they have time to stop chewing.”
Does he have the power to do this?
