It occurs to me that a simple solution for governmental groups like the Pismo Beach City Council would be to have a short period of silence before the meeting. During the silence, those attending can pray, meditate, read or engage in any other quiet activity they wish. It will be interesting to see what the Supreme Court decides about this thorny issue.
