I recommend the Board of Supervisors overrule the decision to “throw out” the bids for the Atascadero Library.
The quarrel between two general contractors should not be a cause for rebidding the project. If the bids met the specifications, as interpreted by county counsel, the lower bid should be accepted.
To do otherwise will set a precedent that any losing bidder can challenge the winning bid until (s)he wins (of course, the loser will then institute the challenge). This project should be started before the costs increase.
The new library is needed now, not in some indefinite future when this bidding war gets finished and everything costs twice as much.
