I read the editorial about the mural on the ARTery in Sunday’s Trib and am a little confused.
You said that the city should “survey what successful mural communities are doing” and establish a procedure for owners to put murals on city buildings.
Atascadero already has a procedure for that. You take out a permit and have the design go before the Design Committee, and if approved you can put up your mural. This procedure is so that there is not, as you put it, an “artistic free-for-all” in the city.
I guess you missed the part where the owner of the business just couldn’t be bothered to follow the procedures. It doesn’t matter if the city has all the procedures in the world in place if the business owner can’t be bothered to follow them.
