The city of San Luis Obispo is the only city in the county to publicly announce its opposition to the Phillips 66 Rail Spur Extension Project.
Other cities in the county have been conspicuous in their failure to voice an opinion. They use the excuse that they don’t have the jurisdiction to accept or reject the Phillips 66 plan, so why should they take a position?
Cities and counties up and down the state have weighed in and they don’t have the jurisdiction either. They simply want the San Luis Obispo County Board of Supervisors to know their decision affects not just San Luis Obispo County, but the entire state and beyond.
