Proposed CCSD budget includes huge boost in water conservation funds

A 50-fold increase in its budget for water conservation is included in a budget Cambria Community Services District directors will discuss at their monthly meeting on Thursday, June 28.

Plans call for hiring consultant Bill Maddaus to develop a more aggressive water conservation program, which could be funded by up to $100,000 in the 2012-13 fiscal year. The district allocated $2,000 last year. Directors and staffers consider that a critical component of a phased program to increase the district’s supply of fresh water.

That’s part of the district’s proposed 2012-13 operating budget of about $7.6 million.

Also on the tentative agenda for the meeting are an agreement about administering the community’s ambulance service, changes in most user fees (but not water or sewer fees, or water connection fees), and a 2 percent increase in a benefit assessment for fire suppression services. The meeting begins at 12:30 p.m. at the Veterans Memorial Building, 1000 Main St.

Other items include:

An agreement to have the services district perform administrative/management services for Cambria Community Healthcare District (ambulance and other services) starting July 1. The healthcare district board approved the contract June 11.

Amending and updating a schedule of user fees that ranges from those charged for administrative and fire department services to charges for various inspections and use of Veterans Memorial Building. Directors also want the schedule removed from their municipal code, so changes to it can be made more quickly, requiring only a resolution rather than a three-month approval process.

A 2 percent adjustment in the Fire Suppression Benefit Assessment that helps fund Cambria Fire Department. The adjustment is based on the Consumer Price Index.

North Coast Ocean Rescue Team’s relationship with the district.

The Parks Recreation and Open Space Commission’s recommendation not to allow expanded equestrian activities on Fiscalini Ranch.

Award Fire Hazard Fuel Reduction contract.

Grant exception to hiring freeze so district can add a fulltime maintenance technician.

TechXpress agreement for information technology (IT).

People who cannot attend the meeting can watch a cablecast on Charter Cable channel 21, 6 p.m. Friday, 9 a.m. Saturday, 6 p.m. Monday and 9 a.m. Thursday.
