Review conceptual plans for subdivision of two commercial parcels into 42 residential lots, one common area lot and two commercial lots at southwest corner of East Grand Avenue and South Courtland Street; direct staff to prepare ordinance to prohibit outdoor amplified noise after 10 p.m. to address complaints about late-evening noise and disruptions in the Village.

Ban on the sale of synthetic spice/bath salt drugs; collect $43,312 from property taxes for weed abatement; increase limit on card-room tables and remove betting limits; General Plan amendment from 2011 to build new homes at Halcon Road and Viejo Camino.
