They found a third-floor blaze that had blown out windows and was making its way into the building's attic, Hines said.
The fire was under control by around 11:20 a.m., said Battalion Chief Jeff Gater.
One firefighter was taken to the hospital after part of a ceiling fell on him as he was fighting the blaze.
No one else was hurt in the fire.
The cause of the fire is being investigated, Gater said, adding that the fire started in an unoccupied room on the third floor.
The three displaced occupants of the third floor were given new housing in the complex, Gater said.
Occupants in the rest of Building 12 and an adjacent building with a common wall had to be temporarily moved since gas and power were shut of in both buildings.
