Heroin sales investigation in the South County leads to four arrests

Four people were arrested after a three-month investigation into heroin sales in Grover Beach and Oceano.

At 7 a.m. Thursday, investigators from several county agencies served a search warrant at 290 S. 10th Street and 261 S. 11th Street in Grover Beach, and at an undisclosed location in Oceano, according to a news release from the Grover Beach Police Department.

Arrested were:

  • Rod Thomas Cooper, 31, of Grover Beach, on suspicion of conspiracy to sell heroin and possession of heroin;
  • Mark Edward Lepley, 44, of Grover Beach, on suspicion of possession of heroin and possession of drug paraphernalia;
  • John Benton Lowerison, 58, of Shell Beach, for an alleged parole violation;
  • Allen Wayne Sell, 45, of Grover Beach, on suspicion of possession of methamphetamine and drug paraphernalia.

The investigation is continuing and authorities expect to make more arrests. Anyone with information is asked to call Crime Stoppers at 549-STOP.
