Atascadero's community sign policy was again the center of an emotionally charged public debate Tuesday night that ultimately led to some change in city policy.
Several people spoke at the meeting - some holding up examples of what they thought were art and signs and others reading definitions from the dictionary.
The City Council unanimously approved to keep murals in the same category as signs for city processing purposes but waived the $605 permit fee to encourage more businesses to explore the art form.
The issue came about when K-Man Cycle & Run debuted an art mural on its Highway 101-facing building at 9530 El Camino Real in January and didn't pay the fee because the business owners didn't want to label it a sign.
