Drivers should avoid Ramona Avenue near 11th Street in Los Osos because of flooding that has reportedly submerged a small car.
The CHP's Web site reports that as of 3:15 p.m., two people were trying to pull a green Geo Prism out of the waters along Ramona.
Ramona, between 10th and 11th streets, is reported to be completely flooded, according to the CHP.
A tree was also reported to be down in the middle of the road. Authorities have confirmed the flooding, but are still trying to confirm whether a tree is blocking lanes.
