Responding to Martin Arfa (“Wary of carbon tax,” Aug. 15), here is information that should reduce his concerns:
Citizens Climate Lobby advocates for a national revenue-neutral carbon fee (or tax) and dividend program.
Under this program, a fee — based on eventual metric tons of CO2 the fuel will emit — is assessed on all fossil fuel at the source of U.S. production or upon entry into our country, if not similarly taxed in the country of origin. All of the money collected is then rebated on an equal, per-person basis, to all U.S. households.
This fee would start relatively low and increase in a step-wise, predictable fashion over the course of a decade. It would allow for a predictable period of economic transition during our shift from fossil fuel to alternative noncarbon energy production while encouraging other countries to institute a similar fee/tax.

Business and economic leaders agree CO2 emissions must be significantly reduced and that a carbon fee/tax is needed to accomplish this. Economic modeling analyses indicate all sectors of our economy would benefit and CO2 emissions drop significantly with a revenue-neutral carbon fee and dividend program.
