This is a question I ask often, but have never received a logical answer. Why is it that smokers are allowed to litter cigarette butts all over the ground and no one does anything about it?
I see thousands of butts every day on the ground, in waterways, at the beach, etc. It should be a $1,000 fine per cigarette butt. I have seen smokers do it right in front of law enforcement, and the crime is ignored. Why?
This seems a huge amount of revenue that could be collected. The best-case scenario is it would force smokers to follow the law and not litter, or force them to quit smoking, thus saving not only their lives but the lives of others effected by second-hand cigarette smoke contamination.
