I propose a KISS (Keep It Simple, Stupid) project for excavating Laguna Lake. Don’t worry about moist and muggy clay. Use heavy equipment to excavate 150 square yards to a depth of 4 feet.
Depending on the price, revenue would simply pay for the project or be put in a fund for continuing to remove sediment from Prefumo Canyon, for building a boardwalk and for making trails.
Excavating is not rocket science. It just requires a bit of brainwork and calculations to plan and a lot of brawn work and heavy equipment to make it happen.
