Northern Nipomo waterline approved

Pipeline will improve water pressure for homes and fire hydrants, officials say

A $1 million funding allocation for a new pipeline in Nipomo for the improvement of water flow in the community’s northern area was approved this week. Directors on Nipomo Community Services District’s board voted unanimously Wednesday to use money collected from developer’s fees for a new pipeline along the planned Willow Road extension.

The northern area of Nipomo has low water pressure, and the new waterline, with a 12-inch diameter, would add a stronger flow for homes and fire hydrants in the area, district officials say.

The project was identified as a top priority in the district’s Water and Sewer Master Plan, said Bruce Buel, the district’s general manager.

Under the terms of the agreement between the district and county, the county will conduct the bidding and construction of the project as part of its roadway work.

The services district is responsible for the design, inspection and construction cost of the pipeline itself, as well as administrative costs incurred by the county for its work on the project.

The first phase of the county’s road extension will expand Willow Road from Pomeroy Road to Hetrick Road and cost about $7.5 million, said Will Clemens, the county’s public works administrator.

The money for the road project’s initial phase, which is set to begin construction in August, includes $4.8 million in developer’s road-impact fees, $1.7 million in federal stimulus funds and $1 million in Proposition 1B State-Local Partnership money.

The Willow Road extension project is expected to cost $42 million if built as currently proposed and will include a new freeway interchange in Nipomo.

About $30 million in funding is available now with an additional $12 million yet to be determined officially.

Clemens said that the county Board of Supervisors has indicated it will allocate about $6 million from its general fund toward the project.

The idea of a tax assessment could be presented to Nipomo voters in the fall to help pay for the complete $42 million plan.
