The council voted 5-0 on Tuesday to approve the increases, which were considered on the consent agenda and weren’t discussed in open session.
Each of the raises covered a two-year period from July 1, 2014, to June 30, 2016.
The management raise incorporated a deferral of a 0.5 percent increase with the 2013-14 negotiations, a waiver of a deferred 1.5 percent pay increase and a request for a remaining 1 percent to be included in future negotiations.
