The Los Osos Community Services District has named Kathy A. Kivley as its new general manager.
The district’s board of directors hired Kivley after an extensive search, said Leonard Moothart, board president. The position has been vacant since January.
“The board believes that Kathy had the best combination of skills to address the varied challenges the district faces,” he said. “The board is very excited about having Kathy join the district as we move forward into the future.”
He first day on the job will be Oct. 14.

Kivley has held governmental management positions with the cities of Clearlake and Delano and Madera County. According to the Merced Sun-Star, Kivley was terminated as city manager of Atwater in September 2012. No reason for the termination was given.
As general manager in Los Osos, Kivley will be the district’s chief administrator, responsible for operating the district’s facilities and services and managing its 13 employees and finances. The district provides water, drainage and trash collection services and operates two community septic systems. It contracts with Cal Fire for emergency services.
Kivley will face a number of challenges, including a community divided over the fight to build a sewer and the district’s resulting bankruptcy in 2006, a stipulated court settlement to manage the community’s groundwater, and coordinating with the county, which is in the midst of the disruptive process of installing a sewer system.
In January, the district’s board fired Susan Morrow, who had held the general manager job for seven months. Margaret Falkner, the district’s utilities manager, has been interim general manager.
