A Shell Beach resident’s request to change the zoning of his property alongside Highway 101 on Shell Beach Road – and that of his two neighbors - from open space to residential was postponed by the Pismo Beach City Council until June.
Property owner Mike Spangler, who currently has a home there, is proposing to subdivide the parcel and build two additional houses.
The same request came before the Pismo Beach Planning Commission in 2005 but was denied. The City Council discussed the issue twice after that but did not make a decision.
On Tuesday, council members again asked that the request be postponed to get further clarification on specific issues such as the California Coastal Commission’s dedication of the property to low income housing in the early 1980’s.

The property’s current zoning allows for one residential home but minimal landscaping. If changed, those parcels near Spangler’s would be allowed to landscape their already developed properties.
