Already reduced use

As I read articles announcing various cities’ enactment of mandatory water usage reduction by citizens, I must wonder: For those of us who recognized (and seriously responded to) the importance of reducing water usage long before these mandatory reductions, it is not likely that we can reduce 30 percent more.

Are the municipal water companies going to take into account reductions made a year or more ago? Responsible water usage is not a temporary action made in response to a sudden or short-term problem of exigent need — it is along overdue lifestyle change that must be made by many more people. Those of us who are already clearly at minimal usage should not be penalized if we cannot further reduce.
