Unfair water cuts

Had I been at the Grover Beach council meeting when drought measures were discussed, this is what I would have said:

I believe the across-the-board 10 percent reduction in water use is inherently unfair and discriminatory. There are those who legitimately cannot make further cuts and others who may even have to increase their water use. For example: Those of us who have taken multiple steps to conserve water for years and cannot cut further.

Then there are those whose family size increases: a new baby, college kids come home, a resident becomes ill and treatments include extra water use, or a married child’s wage-earner becomes disabled and (while waiting up to a year for disability payments to kick in) has to move their entire family home, etc. Before fines are applied, I believe each case of overuse should be individually investigated.
