Since the Paso water district formation is still in its infancy, I think it would be far-sighted to establish a countywide district as outlined in existing state guidelines (Section D, p.7): http://www.cpuc.ca.gov/NR/rdonlyres/74B9E380-3823-4A1A-B630-C21F02900E6A/0/FormationofWaterDistrictInstructions.pdf.

The problems of local water management and conservation are not isolated to just the Paso Robles area, but affect the county as a whole. I had concerns with the format of the “hybrid” board from the beginning and feel it was something that was being pushed through too quickly, not a good representation of the water users affected, and too limited in scope and area.

This is an issue affecting everyone, not just vintners, farmers and ranchers. It requires careful thought and preparation, communication with outside sources for ideas, impartial oversight, fair distribution of available water and real conservation measures with strict sanctions if not adhered to (this includes residents).
