More insight needed

Here are a number of questions I would like answered:

Why did it take so long for our public agencies to address the water shortages that California now faces? Why were we not told and continually advised to cut back on our water usage some time back, rather than waiting until the shortage is now critical?

I would also like a poll conducted to find out just how many registered voters actually voted for that high-speed train that is being pushed down the throats of Californians by the administration. Not one person that I know voted for it. It makes more sense to spend those billions of dollars to build a pipeline east to those areas that are continually flooded and bring their water here to where it is needed. What we need are politicians with more foresight.
