Water rationing

Recent stories about the drought in California talk about the possible need for rationing. I believe this is a necessary step. What I am hopeful for is that we the customers of the water districts and cities do not end up paying higher bills because they are not taking in enough money to pay their bills.

I would assume if the customer’s needs are reduced, wouldn’t a reduction in services provided be logical to offset a cost increase? Fixed costs and a captive customer are not a good marriage.
