Neil received the honor for his dedication to the community both in his role at the water company and through his widespread volunteer efforts.
His civic and professional efforts include assisting with Tent City and serving on the citys Centennial Committee. He is a on the board of directors of the Atascadero Chamber, serves on the Atascadero Economic Foundation and is a Rotarian.
Neil, a 1981 graduate of Penn State University in civil engineering, has served as the general manager of the Atascadero Mutual Water Co. for the last 11 years.
Neil worked countless hours to research and to protect the water basin for Atascadero residents and volunteered many hours to meet and educate concerned citizens from neighboring cities, according to the chamber.
He is best known for his dedication in assisting in the development of the Nacimiento Water Project, the largest public works project in San Luis Obispo County history.
Neil and his wife, Pam, have been married for nearly 18 years and have two sons. He enjoys camping, wood working and riding his motorcycle.
He is a very humble person who avoids the limelight yet is a person of great character, said Robert Grigger Jones, president of the board of directors for the Atascadero Mutual Water Co. His dedication to the community is without question and he is a tremendous asset to Atascadero and the North County.
