Language gap

For older generations, changes in language have become a guessing game, trying to find comparable words in old English.

Somewhere along the way, I missed a lesson or two, because I cannot figure out how “upgrades” and “four new buildings” translate into “repairs” leading to a need for another bond to be passed.
