Terrible precedent

Our government is at it again. How can you retroactively pay federal workers for furlough days? Does not an employee have to work to get paid? They are setting a terrible precedent for state and local employees who have been furloughed to ask for back pay.

Also, because the government was shut down, does that mean we can prorate our taxes to exclude payment for the amount of time they are out? Makes sense to me.
