Fewer versus less

Arne Duncan, U.S. Secretary of Education, interviewed by Stephen Colbert on Sept. 17, said we need early universal childhood education because it results in “less high school dropouts.”

I have less TV remotes than I used to have, less fresh vegetables in my garden, less sheep on my farm than last year: Does that sound right? How can the U.S. Secretary of Education not distinguish between “less” and “fewer?” To be fair, he said “less crime” which isn’t a crime of language.
