Forest plan is a waste of money

In the Sept. 15 issue, under the headline “Water the focus of forest plan,” the statement is made that this million-dollar effort will return more than 250,000 gallons of water to the forest system, presumably benefiting some 60 million Americans. This would seem to result in a cost of $4 per gallon, benefiting each of the candidate Americans by roughly 4 teaspoonsfuls of water.

How does such a ridiculously expensive project, providing so meager a benefit to anyone, warrant roughly a quarter of a page of news?
