A scary thought

Regarding the different options under consideration for the management of the Paso Robles groundwater basin, I see some difficulties with the proposal put forward by Paso Robles Agricultural Alliance for Groundwater Solutions to create a water district with voting rights connected to the amount of land owned.

What is to stop the “big player” bloc of voters in that district from voting to turn the management of the district over to a for-profit management company? Who would then make all the decisions about the management of the district (including, for example, assessing fees for usage, and who would be assessed for those fees and how the fee income would be spent) without any property owners of any size having any input. Scary thought.
