Grover Beach City Council. Meets today. 473-4567. Public hearing on proposed ordinance to adopt a pipeline franchise and assignment to Phillips 66 Pipeline LLC. Second reading and adoption of ordinance regarding card table licenses and regulations. Consider planning commission recommendation on greenhouse gas reduction measures to be included in the Draft Climate Action Plan.

North Coast Advisory Council. Meets Wednesday. Discuss permit application for plan to add a 50-booth commercial market (up from 18 last year) to the Cambria Pines Lodge property during the holiday season.

Paso Robles City Council. Meets Tuesday. 237-3888. Adopt ordinance regarding massage therapy and establishments. Consider adopting resolution declaring certain city property as surplus and authorizing sale. Discuss and consider allocating funds for repair of street “hot spots.’’

Pismo Beach City Council.Meets today. 773-4657. Special meeting, 4:30 p.m. Special Events Committee interviews and appointments. Regular meeting, 5:30 p.m. Introduction of ordinances affirming and revising water service rates and wastewater service rates. Resolution to consider a major modification to a mixed-use project at 110 Oak Park. Resolution approving the Price Historical Park Master Plan.

San Luis Obispo City Council. Meets Tuesday. 781-7109. Study session to review effectiveness of 2012 alcohol outlet amendments and consider a moratorium on new alcohol outlets in the downtown. Consider adopting ordinance amending the Safety Enhancement Zone to include the time period encompassing the annual start of Cal Poly. Consider approving request of proposals to provide consultant services for the Prado Road bridge widening project. Review of amendments to municipal code governing zoning regulations including garage and yard sales, mechanical parking lifts and parking for primary and secondary dwelling units.

San Luis Obispo County Board of Supervisors. Meets Tuesday. 781-5450. Request to approve agreement for $100,000 with the Food Bank Coalition of San Luis Obispo County for grant funds. Request to approve renewal agreements with various agencies.
