Men arrested after attempted carjacking at Pismo Beach bank

An alleged attempted carjacking Tuesday in the parking lot of the Bank of America in Pismo Beach has led to the arrest of two men.

At approximately 1:30 p.m., Pismo Beach police officers responded to the lot at 1401 Dolliver St. Two men had reportedly stopped a vehicle in the lot and attempted to open the driver’s door and force the driver out, according to a news release from the Police Department.

Because the doors were locked, the men were unsuccessful, and they fled on foot.

Douglas Wayne Dotson, 32, of Manteca and Thor Phoenix Powers, 36, of Long Beach were located and arrested a few blocks away on Wilmar Avenue.

Powers is being held in San Luis Obispo County Jail without bail on suspicion of attempted carjacking, criminal conspiracy and providing false identification to a peace officer. He held existing warrants for resisting arrest, being drunk in public, and hit and run with property damage, according to the San Luis Obispo County Sheriff’s Office.

Dotson was arrested on suspicion of attempted carjacking, possession of narcotics, criminal conspiracy, destroying evidence and an existing warrant for failing to appear in court. Dotson is being held in lieu of $140,000 bail.
