They’d control water

In their half-page Viewpoint on July 21, Paso Robles Agriculture Alliance for Groundwater Solutions states it wants to pursue a water district best suited to meet the needs of all water users and that would be a California Water District. They state it provides voting proportional to land ownership, but they fail to spell out what that means.

When I looked up CAL. WAT. CODE 35003, it states each voter shall have one vote for each dollar’s worth of land to which he or she holds title.

With the members of PRAAGS owning most of the acreage in the county, they would control the votes as well.

I can see why they do not want a district based upon one vote per parcel, because that would make the small homeowner equal to them. With their plan, the water district would be dominated and run by them.

This doesn’t sound to me that they want to meet the needs of all the water users, but that they want to protect their usage first and foremost.
