SLO County code enforcers want to clean up abandoned Shandon property

The partially built home in Shandon can’t be secured, and is attracting trash and trespassers

San Luis Obispo County supervisors Tuesday will consider a nuisance abatement order for an abandoned residential property in Shandon.

The property at 480 Mesa Grande Drive contains an incomplete and unpermitted two-story house that has attracted trespassers as well as an accumulation of abandoned vehicles and trash, according to a staff report.

County code enforcement staff is asking supervisors for the authority to clean up the lot if the owners fail to do so. The property is owned by James and Rosann Inguito, who have moved to Colorado and not responded to attempts by county staff to contact them.

“Over the years, staff has made many attempts to work with the respondents to resolve the violations associated with the uncompleted residence,” wrote Greg Camack, a county resource protection specialist, in the staff report. “However, it now appears that the respondents have abandoned the property.”

Problems began at the property in 2002 when a fire destroyed a home there. In 2007, the owners received a construction permit and partially rebuilt the home.

However, the incomplete home cannot be secured to prevent illegal use. In addition to vehicles and other trash left behind by the owners, illegal dumping is also taking place on the property.

If the owners fail to clean up the property, the county will do it and put a lien on the property to recover costs. The item is part of the supervisors’ afternoon agenda.
