HCR 36 accepts without question a U.N. prediction of an additional up to 3 billion (roughly half the current world population) more people living in extreme poverty unless climate change is averted (the term global warming is obsolete).
HCR 36 states that women will be disproportionately affected by climate change which will make women vulnerable to sex work, transactional sex and early marriage.
HCR 36 doesnt explain the contradiction between this and a further finding in HCR 36 that women have a unique capacity and knowledge to promote and provide for adaptation to global change (apparently unlike us knuckle-dragging men). HCR 36 goes on to encourage the president to integrate a gender approach in all policies and programs in the United States that are globally related to climate change (whatever that means).
HCR 36 is a hilarious example of congressional, do-nothing posturing and the sky is falling fear. The only benefit from HCR 36 is that late-night TV has yet another source for jokes about Congress. Thank you, Congresswoman Capps.
