Five arrested on drug charges near Paso Robles library

Paso Robles police arrested five San Luis Obispo County residents Sunday on suspicion of felony heroin possession and other drug-related crimes.

According to Sgt. Tod Rehner of the Paso Robles Police Department, officers observed several people “acting suspiciously” at 5:45 p.m. Sunday around a vehicle parked in the parking lot of the Paso Robles City Library. They observed what appeared to be a hand-to-hand narcotics transaction taking place, Rehner said.

Officers arrested three people on felony charges:

  • Edward Dowless, 23, of Arroyo Grande, on suspicion of heroin possession. He was being held Monday in lieu of $20,000 bail.
  • George Machado, 23, of Paso Robles, on suspicion of transportation of heroin. He was being held in lieu of $30,000 bail.
  • Rachel Porter, 21, of Paso Robles, on suspicion of heroin possession and an out-of-county warrant. She was being held in lieu of $60,000 bail.

Two more people were arrested for misdemeanors: A 22-year-old man from Templeton, on suspicion of possession of drug paraphernalia and possession of a controlled substance, and a 35-year-old man from Paso Robles, on suspicion of under the influence of a controlled substance and possession of narcotic paraphernalia. Neither was in custody Monday afternoon.
