If Bruce Gibson and his paramour will not (did not!) honor their marriage vows, then a “code of behavior” will not be honored, either.

Mr. Gibson indicates his affair with Ms. Aispuro was a “heart thing.” He is no teenager and should know, it is actually a “head thing.” All affairs start first in the head, and honest and honorable people resist, or at least begin divorce proceedings before continuing.

I would suggest that Ms. Aispuro apply for a job with the San Luis Obispo County Employees’ Association; they were only too happy to hire Gail Wilcox! Mr. Gibson should resign his position. His effectiveness has severely been impacted by his poor judgment and lack of commitment.
