The Pismo Beach Planning Commission on Tuesday night will consider a draft pre-annexation and development agreement between the city and property owner of three parcels in Price Canyon.
The Spanish Springs proposal includes 390 single-family homes, 83 apartments or condos, 320 senior residential units, a 150-room hotel and conference center, vineyards, a nine-hole golf course and parks to about 960 acres off Price Canyon Road north of the city limits.
Last month, the Planning Commission in a split vote recommended the City Council approve documents that would guide development in Price Canyon area. The properties would have to be annexed into Pismo Beach before being developed.
On Tuesday night, the commission could develop a recommendation to the Pismo Beach City Council on the draft development agreement, which serves as a contract between the city and the developer and sets the rules under which the project can be carried out.
The council will likely consider documents relating to the Spanish Springs project starting in January, according to a staff report by Community Development Director Jon Biggs.
The properties are owned by BHT II Pismo, a limited liability corporation that acquired the three properties in late 2010 and early 2011, said Stephen Hester of West Coast Housing Partners, LLC. West Coast Housing, based in Westlake Village, is a managing member of BHT II Pismo.
As part of the draft development agreement, the property owner agrees to fund an estimated $3.5 million upgrade to the citys wastewater treatment plant; build an inland arterial road across the property connecting to Price Canyon Road; pay all legal and processing costs to secure additional water; and dedicate a 25-foot-wide trail easement and construct a segment of the Anza Portola Trail.
